Add package references for WinRT and Windows App SDK

Added the following package references to `WinUI3Crash.csproj`:
- `Microsoft.Windows.CsWinRT` (v2.2.0) for WinRT support.
- `Microsoft.Windows.SDK.BuildTools` (v10.0.26100.7175) for Windows SDK build tools.
- `Microsoft.WindowsAppSDK` (v1.8.251106002) for modern app development features.
