feature: Add terminating workspace provider

Feature Description

Add a terminating workspace provider similar to the initializing workspace provider.

Note that the terminating VW currently does not allow access to workspaces similar to the initializing workspace, instead an admin identity has to be used to access the terminating workspace.

Proposed Solution

The provider should be a coal copy of the initializing version.
