Add load_dot_env=True/False option to OmegaConfigLoader?

I like that, can we add a load_dot_env true/false, feels like a no brainer?

IMO this should be handled by something like https://direnv.net/ or, if anything, an external plugin, rather than including it in the core. But others might differ.

I've been using Dagster recently and they just load .env file for you, I appreciate it's a one liner of from dotenv import load_dot_env; load_dot_env() but it's just such a nice convenience feature we should do it.

If Dagster detects a .env file in the same folder where the webserver is launched, it will automatically load the environment variables in the file.
