"Database created" in Database Reports Ignores Computer's Timezone

Brief Summary

Just a small thing I noticed. The Database created field in Database > Database Reports seems to just output in UTC, ignoring the machine's timezone. This is different from the Last saved field on the same page.

Steps to Reproduce

1. Open Database Reports
2. Check the Created time
3. Close Database Reports
4. Change the local timezone
5. Open Database Reports again
6. Created time will remain unchanged, but the Last saved field will change.

Expected Versus Actual Behavior

Created time should change to reflect the machine's timezone.
