Doesn't work on NEC PC 9801 RX 21 #1046

A little about the NEC PC 9801 RX 21 computer model: It has two NEC FD1155D 5.25 floppy disk drives, and the cable looks standard for all Shugart 5.25 floppy drives.

From the diagram online, I realized that the Gotek cable should be straight, not inverted like regular 3.5 floppy drives, so I used this cable (the one without the middle bend).

Settings I changed from the defaults in the FF file:
interface = jc (removed the jumper; in theory, it should work in Shugart mode)
host = pc98

I didn't change the other settings.

Then I formatted the flash drive to FAT32 and added several PC 98 game dumps in HDM format, removing extra characters in the names just in case.

Without the flash drive, the computer boots up fine and displays N - 88 Basic.
If I insert the flash drive into Gotek and reboot the computer, it doesn't boot, only a black screen remains. You can switch ROMs in Gotek itself using the buttons, but restarting again doesn't change anything.

I tried setting it up in HxC mode, selecting the indexed configuration. I repacked all the game dumps into HDE using the HxC utility and renamed them all to DSKA0000 - ... DSKA0009, but the result remained the same.

I also tried using a normal 3.5 floppy drive cable (with several pins reversed). The result remained the same, a black screen.

I started to think the Gotek was broken, but it works fine on the Amiga 500.

The chip in the Gotek, if that matters, is AT32F415CBT7.
