Cannot move Keybase window by dragging title bar

Dragging the title bar of the Keybase window has no effect. If I Alt-Space, click Move, I can move it, but this method is a) rather esoteric and b) not evident, as the title bar has no icon at the left to show there's a title bar menu available.
