Sticky / One-shot modifiers not sticking on Keyboardio Atreus

Describe the bug
Setting a modifier key "sticky" in Chrysalis does not affect its behavior.

The layout editor, layout card, and even the saved JSON file all correctly show the change, but the keyboard acts the same.

To Reproduce

1. In the layout editor, select a key that outputs, say, Ctrl (or LCtrl; same problem)
2. In the Modifiers tab, set that modifier to "Sticky"
3. Save changes to the keyboard
4. In a program that uses Ctrl+S to save changes, make changes
5. Tap the allegedly sticky Ctrl key
6. Tap the S key

Expected behavior
Program receives Ctrl+S and saves changes

Desktop:

• OS: ChromeOS 132.0.6834.227
• Keyboard: Keyboardio Atreus with firmware 0.94.0+132
• Chrysalis Version: Web version, Last updated 2025.0909.0307

Additional context
This is all happening on a brand-new Keyboardio Atreus that also has issue #1407 -- first firmware update/factory reset left a mostly blank keymap with some random garbage in it. Good keymap loaded from a JSON file and altered in Chrysalis. Now "factory reset" leaves the keymap unchanged.
