create Google Workspace account

Right now we're hosting calendar/meeting recordings and signing up for things with a solo.io Google account/e-mail address.  When we are accepted into the CNCF, I will set up a kgateway.dev Workspace domain, and move everything using this account to be hosted there.

(The CNCF covers the cost of Google Workspace for its projects.)
