Add Contributing Section to Table of Contents

Currently, the docs site does not provide details for contributing to the k8sgw project. Instead, users must navigate to k8sgateway/community to find details for contributing. Add a "Contributing" section to the Table of Contents that links to k8sgw contributing guide.
