Admin page: add back input snapshot endpoint

We no longer have input snapshots, but a close equivalent is the krt DebugHandler. We already have an endpoint that returns the krt snapshot; determine if it would still be useful to provide a more structured "input snapshot" endpoint similar to what we used to have, i.e. a flat list of resources ordered by gvk
