Check the following items
Description of the issue
If a button has a tooltip and the tooltip has to be shown above above the mouse position (because we're at the bottom of the screen), the tooltip will capture the mouse and its click, which makes the button appear not working. If you move the mouse slightly away from the tool tip, it will work again.
I've captured both behaviors to illustrate this:
Tooltip is appearing above the mouse position, you can see the button appearance changes as it loses the hovered state

Tooltip is appearing below, no problem there

I guess the tooltip should have IsHitTestVisible set to false?

Tooltip shouldn't prevent mouse click from working.
Reproduction
Happens with any button that has ToolTip.Tip set and is at the bottom of the screen.
