Watcher doesn't work when staking module is disabled

Is it possible for the watcher to work when the staking module is disabled, but poa is enabled?

Is this a module used by specific chains? If yes, which ones are concerned?

The staking module here is mainly used to monitor how much stake a validator has. Is this what you are missing?

I thought about https://github.com/mezo-org/mezod - it uses poa, but it looks like it is their custom module.
