add a GUI to configure the local containers

Instead of using "gdbus call" for trying tcd, it should have a basic GUI (possibly based on [tceditor.js](https://github.com/kinvolk/demo/tree/master/traffic-control-rkt), or something web based) to select the rkt or Docker running locally and configure their queuing disciplines in a graphical way.
