Update DeepVariant to v1.9.0

Hi there,

First, thanks a lot for maintaining this tool !

DeepVariant v1.9.0 is expected to have better performances
=> So I was wondering if you could add it to PEPPER-MARGIN-DEEPVARIANT ? (similar to what you have done for #120)

This new version also adds a run_pangenome_aware_deepvariant exe
=> Would be nice to have a parameter to chose between this one and traditional run_deepvariant
