Items not spawning randomly in world chests

I have configured my config to allow all chests in the arena to auto-add and then stock with random items from my list.

Here you can see what is spawning inside a chest.

Any thoughts? I would use another plugin for restocking chests, but there are no dedicated random chest fillers for an entire world, only for selected chests.

This is the only issue I am running into, but sadly it is a crippling one preventing me from opening up my server.
