Should tie into a larger re-think about flow, to do with part quantities. At what stage does the user say how many PCBs, and what happens if they change their mind after selecting parts?
Also if the user only "need" 45 parts for the order they want, it is still OK to suggest 50off minimum orderable parts (wouldn't want to hide), and probably still OK for 100off, maybe more. Where to draw the line? - probably based on excess cost.
