cli handler fails to report/substitue the limit_value field

Hi,
While trying to setup the cli to hit a custom webhook, found that the limit_value is not being reported on the alert.

example alert rule: ['warning: < 10000 OR > 15000', 'critical: > 20000']

I also can reproduce this problem.
