repeat_interval global, not per alert

It appears that repeat_interval works only as a global setting. It would be useful to set this per alert as part of the alert definition.

I have tried to set repeat_interval to a short interval, a number of seconds or minutes, for some alerts. These send an http notification into another system that will handle the repetition of alarms. My settings appear to be ignored.
