seperate user roles for "create and edit" and "start campain"

We’re using Listmonk 4.1 and are really happy with it — especially the user management. Thanks for the great work!

One feature that would be extremely helpful for us:
The ability to allow certain users to create and edit campaigns, but not send them.

Instead, the campaign should require approval and be sent by a user with the appropriate permission (e.g. an admin).

Benefits:

• Better control over campaign sending
• Clear approval workflow
• Useful for teams with multiple content editors

Would be great to see a feature like this in the future!
