`package_receipts` and potentially other tables sometimes return out-of-date data

We should investigate why `package_receipts` when queried via distributed query returns out-of-date data. It may be useful to understand why querying directly via osqueryd on the local machine _does_ seem to consistently produce up-to-date data in this scenario -- we are wondering if querying in the user context makes a difference.
