Are there plans or suggestions on how to handle conditional validation?

For example, "if field 4 is true, then fields 4a and 4b are required, otherwise not".

It can be done as a custom rule. For example, for JavaScript there is a package with extra rules - livr-extra-rules and it has "required_if" rule - https://github.com/koorchik/js-livr-extra-rules#required_if

I am still not sure whether it should in the core or as a plugin. It is a rather rare case.

I needed this as well, and I needed to check other rules instead of comparing to a scalar values, that's very easy to implement as well:

I need this as well. I have some real state data that has specific validations when is a rental or a sale listing:
