Pipeline and function execution considerations

Issue #4449 has been selected as a placeholder for rearchitecting work for the pipelines. There are a number of other overarching issues that need to be discussed and architected for, coming out of F2F discussions and weekly meeting on April 15th brought out the need for a discussion and architecture proposal around this, to cover:

• pipeline rearchitecture
• responsibility split between kpt and porch
• developer experience
• probably more ...

Thanks for creating this @ciaranjohnston. I was in today's meeting and followed the pipeline discussion closely. As a GSoC applicant working on the OTel Demo kpt package (#4326), the built-in vs custom function runtime and developer experience proposals are directly relevant to how I'm structuring my Kptfile pipeline. Looking forward to following this.
