Can't Open Beta 3 in Windows

Can't Open Beta 3 in Windows. I see nothing even running with "cmd".

To Reproduce
Steps to reproduce the behavior:

1. Run cmd
2. Run Files and copy the link where Lightzone is found
3. At command prompt paste the link where Lightzone shortcut is found
4. It returns to a command prompt

Expected behavior
Run Beta 3
