Check if we can add a `Condition` helper for PodResize events

What problem are you trying to solve?

with new support for resize events in #1851, it might make sense to have a wait::conditions fn for the new conditions exposed IF it makes sense.

Describe the solution you'd like

basically, figure out if it's sensible to wait for PodResizePending or / PodResizeInProgress condition to complete.

if so, add a fn with a test extending the example from #1851

I am trying to enforce the status PodResizePending by resizing the resource request of pod with more RAM than the node has but the pod never reach this status.

If you ever done that I am interested.
