[FEATURE] Workspace Kind Selection

Motivation

Bella wants to be able to list the available WorkspaceKinds, filtering by IDE type and supported frameworks (e.g., JupyterLab, Pytorch), and then select one of those kinds.

Acceptance Criteria

In addition to what is in the motivation section, we should also have a card on the right containing details of the selected workspace kind.
