Table items on notebooks page randomly shuffle periodically

What steps did you take and what happened:

On the Notebooks page (http://[address]/_/jupyter/), the table entries reorder themselves every few seconds.

There is no visible key by which they are ordered, and no way to change the order.

Because of this, it's possible to get clickjacked when clicking an action button on a notebook (connect, stop, delete, etc.).

What did you expect to happen:

Table entries to be stable in order.
