Create a Helm chart in charts/kubeflow-pipelines/

What is the use case or pain point?

To improve user experience and ease out the process of using the latest version of pipelines.

Is there a workaround currently?

Currently, Kustomize manifests from the manifests repository are being used which do not reflect the latest released version.
