Add welcome workflow for new contributors

What would you like to be added?

We should add a GitHub Actions workflow to automatically welcome first-time contributors when they open their first issue or PR in the Kubeflow Trainer repo.

The Kubeflow SDK already has this implemented https://github.com/kubeflow/sdk/blob/main/.github/workflows/welcome-new-contributors.yaml
