In theory, the first address of a subnet (network address) should be usable. For example, in AWS (http://ec2-reachability.amazonaws.com/), it connects to the network address, and works fine. Reserving the first address of a subnet is for backwards compatibility (and to be on the safe side). But this should be a configurable option, where users can opt in to allow the first address to be used.
Who will benefit from this feature?
Anyone can reduce IPv4 wastage (albeit not by much). Nice to have an extra address to use.
