EventRecorder client throttling causing events drop

An issue was observed where events created by the EventRecorder were not being displayed on the PVC. The issue was confirmed to be caused by EventRecorder throttling during event bursts. The current implementation is using the default BurstSize https://pkg.go.dev/k8s.io/client-go/tools/record#CorrelatorOptions
