We would like to be possible to configure LBC ACM Route53 validation records to be Weighted not just Simple.
Motivation
We have a use case where we blue/green clusters and need both LBC controllers to be able to create ACM certs with their own validation records.
With a Simple policy, the 2nd one will fail.
Using Weights allows both to co-exist.

For LBC to allow to toggle which policy to use for the route53 records that the controller creates.
