Issue with default probe without anonymous authentication

Load balancer probe is currently HTTPS which means anonymous authentication has to be enabled for this to work otherwise this fails.

Issue was previously fixed and probe was switched to TCP: #1170 (details here #1103)

Then it was reverted by https://github.com/kubernetes-sigs/cluster-api-provider-azure/commit/56a1c225ae41d1d6cac98f5100a79d5a6120c0d3 pull request and I want to check how is this addressing previous issue regarding failing health checks if anonymous auth is disabled?
