Provide secretreader-plugin artifact

In Kueue project we would like to have full e2e test which proves the integration and cluster connection via ClusterProfile works - issue link.

As short-term solution we decided to create an image on our own - here is the not yet merged attempt - https://github.com/kubernetes-sigs/kueue/blob/1c9f117611e3060be8bc4861cc1ccd3c74eab3f3/hack/multikueue/secretreader/Dockerfile.
However the right solution would be to use the image provided as an artefact.

I would like to kindly ask you for creating the relevant artefact.

That's great!
I recall reading somewhere that the Cluster Inventory API's access provider doesn't get involved in distribution methods, but I think establishing distribution via OCI and usage with Image Volume as the standard approach would be acceptable.
