Add missing ListenerConditionType conformance test

ListenerConditionType changed recently: we need to do a review and determine if we have tests for every relevant permutation of conditions and reasons covered at least once in our conformance tests. Some of the tests may not be release blockers for v1.0.0 so it may be reasonable to spin up separate issues for those tracked separately.
