Do Not Require Patch Version When Publishing Conformance Reports

What would you like to be added:

Conformance reports published to the docs website based on Gateway API major.minor version only.

Why this is needed:

Currently, the docs site only publishes reports based on the latest release, including a patch release, e.g. v1.2.1.

+1. Although our docs should prefer the results for the latest patch release, we should accept and display any reports for a minor version.
