Create PPA and proper Debian package

Our Debian package is automatically generated by electron-build. However, we should build a Debian package with the needed dependencies and publish it in a PPA as it's more convenient for users.

acceptance criteria

• there is way to make a .deb file
• Debian compatible
• A PPA
• A Ubuntu PPA
• update docs/development/_index.md "Running the app on Ubuntu WSL" to say "run apt build-dep headlamp".
