Playwright local and azure docs

I have expanded on the documentation for the current playwright structure while running on local machines Link and have noticed there are some tests seem to be specifically for the app version that will fail locally (for example the tests for plugins).

I think since there are some tests that are ran specifically for app version it would be nice to write down another step by step instructions for everyone so that both local and app versions can be worked on.
