Improve top bar menu on mobile

Follow up to #2603 for improvements to the mobile top bar menu in the cluster context.

This includes:

• Removing the nested MenuItem for actions
• Adding props to AppBarAction allowing for options to add a label, add onClick functionality for the MenuItem, and to hide the action
