[RFE] Refine .msi

Current situation

We have a way to create an .msi installer but we're not publishing it because it's lacking the following:

• Protocol support (adding the registry key for being able to use headlamp://)
• Branding (installer wizard's images should be related to Headlamp)
• Start menu item (double check if we have a starter menu entry and add it if we don't)

The Kubernetes project currently lacks enough contributors to adequately respond to all issues.

This bot triages un-triaged issues according to the following rules:

• After 90d of inactivity, lifecycle/stale is applied
• After 30d of inactivity since lifecycle/stale was applied, lifecycle/rotten is applied
• After 30d of inactivity since lifecycle/rotten was applied, the issue is closed
