Implement pagination utility for VPC API calls

hey, interested in picking this up! before i start, couple quick questions:

1. which VPC API calls specifically need pagination? (ListInstances, ListSubnets, etc?)
2. is there an existing pattern in the codebase i should follow?
3. any preference on the interface design?

happy to take a look at the code first and propose something if that works better
