Currently, a second rule is added here to allow the base MCP protocol methods (such as "initializate", tools.list, etc). Using a separate inline rule is more convenient than trying to manually specify connection methods within CEL rules.
We need to explore allowing base protocol methods automatically or via CEL configuration to remove the need for this separate rule.
