Upgrade ansible from 10 to 11

Why is this needed

We need upgrade it because EOL 2.18 ansible soon

This will require testing with all of the major platforms; however, I can work on OpenStack as I work on #12901

Honestly, the Python version on some long-term support (LTS) operating systems might not be that high, and I don't think an upgrade will be necessary. Because this will break our CI.

Not sure what we support OS, which pre-installs Python version is still on 3.7. We might be able to check.
