What happened?

Creating a new cluster with cilium and IPsec encryption fails

What did you expect to happen?

The cluster to be created successfully with a defined IPsec key or without when IPsec is defined.

How can we reproduce it (as minimally and precisely as possible)?

Create a new cluster and set cilium_encryption_enabled: true and cilium_encryption_type: ipsec
