[Follow up] automate verifying k8s header content for future contributions

• I think we can start a presubmit prow job for this repo to verify header content for future contributions:
  • reference links and next steps?
    • we add a hack/verify-all.sh file (for all future verify-* scripts we will be adding)
    • move all relevant variations of boilerplate text in a hack/boilerplate folder - https://github.com/kubernetes/kubernetes/tree/master/hack/boilerplate
    • https://github.com/kubernetes/kubernetes/blob/master/hack/verify-boilerplate.sh

Hi! I’m new to contributing. To start with this issue, can I:

create a new hack/boilerplate/ folder
move or add the existing boilerplate.go.txt into that folder
create a hack/verify-all.sh file (empty for now, to be expanded later)

Not empty. Check this existing one - https://github.com/kubernetes/kubernetes/blob/master/hack/verify-all.sh
and try to understand how it call all other scripts with the verify- prefixed name in hack/ folder.

For the scope of this issue for now, the requirement is that hack/verify-all.sh script invokes another bash script called hack/verify-boilerplate.sh.

And then the next step would be to understand this script https://github.com/kubernetes/kubernetes/blob/master/hack/verify-boilerplate.sh, and bring a copy of that to this repo.
