Support for clusters created manually on OpenStack

Is your feature request designed to solve a problem? If so describe the problem this feature should solve.:

It is not supported yet to integrate cluster-autoscaler with clusters which are setup manually on OpenStack VMs with RKE2 server

Describe the solution you'd like.:

I would like to be able to intergrate cluster-autoscaler directly with OpenStack without the need to use another tool like Rancher or Magnum.

Additional context.:

I'm creating VMs with OpenStack then setting up my k8s clusters using RKE2 server.
With this setup I can't use cluster-autoscaler, as autoscaling VMs on OpenStack is not supported yet.
