sig elections process check list/how to

we need a light process for elections in the cases where sigs need to vote on topics. most recent is sig-instrumentation voting for tech leads. most should be using lazy consensus imo but in the case where they would like to vote we should have guidance.

possibly election/voting-as-a-service from contribex?
