Describe the issue

The documentation on the owners file doc is missing details on how to set the no_parent_owners in combination with filters. Currently on the section for filters, it only states that if you are using filters, then a simple owners configuration must not be set outside of filters. The link to the simple owners configuration includes options. This would lead people to believe that options would need to be set inside of filters rather than outside. So it would help to have a note in the filters section that options should be placed outside of the filters section.
