Promote /welcome content to root index

The current landing page does not immediately communicate the value or the purpose of the site to new visitors.

As @kaslin (Kaslin Fields) has previously mentioned, there is a clear need to enhance this website's functionality and provide a more streamlined onboarding experience for individuals interested in contributing to Kubernetes.

What if we promote the content currently found at https://www.kubernetes.dev/welcome/ to be the primary index page (https://www.kubernetes.dev/)? The current root page looks outdated.

(aside) I'd be delighted to replace https://kubernetes.io/docs/contribute/ with something hosted within https://k8s.dev/

There are obstacles, though:

• different themes between the two sites; I'd want the transition to feel seamless or smooth
• https://kubernetes.io/docs/contribute/ is localized; right now, https://k8s.dev/ doesn't support localization. See Localization #167.

I've read up so far, and I'd love to quickly pick this up.
I do understand that localization would be needed, but please give me more advice about how to make this change.
