Describe what is attempting to be accomplished

Renovate offers a dependency dashboard, same as the one seen here: prometheus/prometheus#17691. This allows us to do updates fitting to our cadence (for instance, k8s.io/* updates depend on RSM release dates themselves) rather than flooding the issue tracker like dependabot does currently, which is hard to manage with our specific dependency workflow.

The EBS CSI Driver team would also be interested in renovate if approved because:

1. we've spent months dealing with Dependabot bugs that Microsoft takes ages to fix (even after the fix is merged in the OSS project) - for example this bug completely broke Dependabot on projects supporting Windows containers; and

2. for custom configuration not available in dependabot, such as updating the versions of our locally installed tools for CI runs
