Merge configmaps-secrets.yaml back to reconcile-objects.yaml

#1822 moves part of reconcile-objects.yaml to a separate module to mitigate kubernetes/kubernetes#96635.

We should revert this change once kubernetes/kubernetes#96635 is fixed.
